Level 40 provides the maximum amount of power, but diminishing returns sets in after 20 and the ever-decreasing efficiency of elixir spent in return for power makes it less desirable to maximize one hero before moving on to the next. The increase is not reflected in larger stat bars (they wiggle upon level-up, but then return to their original position), however you can refer to the spreadsheet to see the amount. Even though the stats page in the hero camp doesn't show it, leveling a hero does increase its base stats. The developers have periodically raised the maximum level in increments of 5, so it's reasonable to assume the cap will increase to 45 at some point. The maximum level for a hero is currently 40 (but have different elixir costs depending on the hero). Currently, abilities can be further increased to level 2 at hero level 10*, 13, 16 and 19.
